Can someone tell me what a good airfare from NY to Cebu is?

I flew 5 years ago and remember it being around $ 700 round-trip,. Now I see nothing under $1,000. Have fares gone up that much? Does anyone know of better deals from Boston or NY to Cebu, or even Manila? Thanks, Chris
